Before anyone can get their characters played at level 7, they have to flesh out certain aspects like:
1. An appropriate fantasy name
2. Alignment
3. Physical description (height, hair, eyes, build)
4. some background (where he comes from, his family/friends/enemies/affiliations)
5. motivations/goals
Players need to do a bit of homework too, so they'll help create the imaginative world around them; it's not entirely limitted to what the DM says so.
Until I'm satisfied with these, you're stuck at six.

One comment, you say Spooks is CG, but it seems he is likely NG, because he "is to bring the unjust to justice... unite the disjoined, connect the dots, straighten the crooked, expand the narrow, build bridges over rivers and fjords, tie loose ends, weld the broken, right the astray"... sounds like LAWful, but you also add his personal chaotic tendencies to revel et. al. so might I suggest NG?

Speaking of Ol' Sammie, he's running around the realms right now. Making sure that the Rage does not stop. Just about to finnish the last book on the Rogue Dragons triology. (I know the first book naa sa Basak if anybody is interested) After Sammie is a odd group composed of Dorn- half of his body is made of iron (fighter), Raryn-arctic dwarf(ranger), Pavel human priest of Lathander (gambler and a ladies man, scored with a high priest of Auril, well, he was under a charm spell, but he ain't complainning about it. Will- halfling rogue. They are dragon hunters for hire. They teamed up with Klara a song dragon which hides under the guise of a female bard, Jivex a fairie dragon, Brimstone a vampire smoke dragon who has a grudge with Sammie and a Male Avariel bladesinger (forgot his name). If you like draco liches, corpse tearers, chromatic dragons and Sammie, then you'll like the Rage. Cy, you'll get a kick when u see what happens when a draco lich attacks a high priest of Auril and cast a sphere of Annihilation and the priest casts Horrid Wilting.
